Private Medical Practitioners & Healthcare NGOs Participation in the National COVID-19 Immunisation Programme

The National COVID-19 Immunisation Programme is a massive nationwide exercise by the Government of Malaysia to immunise the population in Malaysia against the COVID-19 disease that has infected more than 300,000 and claimed over 1,000 lives nationwide.

The programme will be in three phases for different target groups.

Phase 1 (February - April 2021) will involve an estimated 500,000 frontliners.

Phase 2 (April - August 2021) will involve the remainder frontliners, senior citizens (aged 60 and above), high-risk group with chronic diseases and people with disabilities (OKU).

Phase 3 (May 2021 - Feb 2022) will involve the remainder of population aged 18 years and above with priority given to those in red zones. In order to achieve herd immunity, it is vital for the estimated 23 million rakyat in Phase 2 and 3 to be vaccinated.

The Ministry of Health, Malaysia (MOH) has appointed ProtectHealth Corporation Sdn Bhd (ProtectHealth) as the implementer of Private Medical Practitioners participation in the National COVID-19 Immunisation Programme. The MOH will seek the assistance of General Practitioners for the Immunisation Programme during Phase 2 and 3 via ProtectHealth.

ProtectHealth is a wholly-owned subsidiary of ProtectHealth Malaysia, established under the MOH. ProtectHealth is a not-for-profit company that coordinates, administers and manages initiatives related to financing healthcare services as mandated by MOH.

The appointment of ProtectHealth is given based on its experience and capability in registering, coordinating, monitoring and managing the payment processes to GPs for Skim Peduli Kesihatan untuk Kumpulan B40 (PeKa B40).

It is a monumental task to ensure that the estimated 23 million Rakyat in Phase 2 and Phase 3 to be vaccinated and we need your help in doing that! Thereupon, we invite all healthcare professional from general practices, specialist clinics, private hospitals, ambulatory care centres and healthcare NGOs to register with us as ProtectHealth Partner and join us in the National COVID-19 Immunisation Programme.

Description

Provide vaccination at clinic.

Scope of Work

  • Vaccinee pre-vaccination assessment
  • Counselling and consent taking
  • Administer vaccination
  • Observation of post vaccination and Adverse Event Following Immunisation (AEFI)

General Requirements

  • Clinic is registered under Act 586 Private Healthcare Facilities and Services Act 1998
  • Clinic must adhere to the ProtectHealth vaccination manuals
  • Clinic must undergo COVID-19 vaccine specific training that will be provided
  • Clinic is required to have suitable IT devices with internet access for vaccination verification
  • Clinic is required to use system specified by MOH for vaccination program (MYVAS, VMS & VCS)
  • Clinic must wear appropriate PPEs during the vaccination
  • Clinic is expected to perform:
    • COVID-19 Pre-vaccination assessment
    • Consent taking
    • Vaccine administration
    • Post vaccination observation and emergency resuscitation
  • Clinic is required to have adequate number of appropriately trained medical and non-medical staffs
  • Clinic must prepare appropriate emergency equipment to manage emergency cases related to COVID-19 vaccination
  • Clinic is required to have proper cold chain equipment such as cold box, electronic temperature data logger and pharmaceutical fridge (2-8°C)
  • Clinic is required to order & collect vaccines from nearest assigned MOH facilities
  • Clinic is required to have adequate space for patients to wait and be observed post vaccination that adhere to physical distancing requirements

  • Private Hospital / ACC is registered and licensed under Act 586 Private Healthcare Facilities and Services Act 1998​
  • Private Hospital / ACC must adhere to the ProtectHealth vaccination manuals​
  • Private Hospital / ACC must undergo COVID-19 vaccine specific training that will be provided​
  • Private Hospital / ACC is required to have suitable IT devices with internet access for vaccination verification​
  • Private Hospital / ACC is required to use system specified by MOH for vaccination program (MYVAS, VMS & VCS)​
  • Private Hospital / ACC must wear appropriate PPEs during the vaccination​​
  • Private Hospital / ACC is expected to perform:​

  • HCO is registered under Registration of Businesses Act 1956 or equivalent
  • HCO person in charge must be a medical doctor
  • HCO must adhere to the ProtectHealth vaccination manuals​
  • HCO must undergo COVID-19 vaccine specific training that will be provided​
  • HCO is required to have suitable IT devices with internet access for vaccination verification​
  • HCO is required to use system specified by MOH for vaccination program (MYVAS, VMS & VCS)​
  • HCO must wear appropriate PPEs during the vaccination​​
  • HCO is expected to perform:​

  • NGO is required to have suitable IT devices with internet access for vaccination verification​
