PROTECTHEALTH, TERAJU FORM STRATEGIC COLLABORATION FOR PEKA B40 PROGRAMME

23 MARCH 2022 – ProtectHealth Corporation Sdn. Bhd. (ProtectHealth), a not-for-profit company under the Ministry of Health (MOH) and Bumiputera Agenda Steering Unit (TERAJU) have signed a Memorandum of Understanding (MoU) on promoting greater awareness of the Skim Peduli Kesihatan untuk Kumpulan B40 (PeKa B40) programme. In this strategic arrangement, TERAJU will identify the clinics that will participate in this programme, to increase the reach to the underserved Bumiputera B40 communities throughout the nation. 

ProtectHealth is the healthcare scheme administrator for PeKa B40, an initiative to address the growing trend of Non-Communicable Diseases (NCDs), specifically among the lower-income population. The primary aim is for early detection of NCDs and early intervention. With the soaring costs of healthcare due to many factors, one of the groups that is heavily impacted is the B40. Therefore, through the PeKa B40 programme, those qualified beneficiaries can take up the benefits ranging from free health screening, free medical equipment support, incentives for cancer treatment as well as transportation incentives. ProtectHealth is the first in the country that is successful in purchasing services from both public and private healthcare providers and has generated massive cost savings to the government.

Over 567,956 people from the B40 group have been screened under the PeKa B40 programme but there are still 5.9 million Malaysians who are qualified and yet to participate in the PeKa B40 programme.

PAEDIATRICIANS HAVE ALWAYS BEEN ALLOWED TO ADMINISTER COVID-19 VACCINE TO CHILDREN

22 MARCH 2022 – ProtectHealth Corporation Sdn. Bhd. (ProtectHealth) would like to highlight that since the beginning of National COVID-19 Immunisation Programme (PICK), paediatricians have always been allowed to administer vaccination. On 8 March 2021, GPs were invited to participate in PICK followed by private hospitals on 30 March 2021. On 30 April 2021, the Ministry of Health agreed to allow specialist clinics and ambulatory care centres to be involved in PICK.

Pursuant to the National COVID-19 Immunisation Programme for Children (PICKids), ProtectHealth has issued a press release to encourage Private Paediatricians and Private Specialist Clinics to participate in the programme, to assist and work together with ProtectHealth in maximising the implementation of PICKids in a press release issued on 31 January 2022. ProtectHealth would also like to highlight that Paediatricians can vaccinate at any of our PPVs and they can join as a participating Specialist Clinic, or if Paediatricians are providing services in Private Hospitals, they can participate through PPV Private Hospitals.

BOOSTER DOSE BOOKING APPOINTMENT AVAILABLE VIA MYSEJAHTERA

18 MARCH 2022 – Booster dose appointments can now be made through the Booking Management System via MySejahtera app for appointment slots from March 21, 2022 (Monday) onwards, nationwide.

Following this, members of the public will be able to choose their preferred PPV as well as the date and time for booster dose vaccination via the app. 

This booking for vaccination appointment is a Government initiative moving forward for the programme, compared to appointments issued by MySejahtera previously, to expand the coverage and expedite the booster dose vaccinations before the full vaccination privileges will be withdrawn from vaccine recipients who do not obtain the booster dose by 31 March 2022.

These are the steps to be taken:

  1. Go to the MySejahtera app home screen and tap on COVID-19 vaccination. 
  2. Select the link ‘Click here to book your appointment’.
  3. Choose PPV name and address.
  4. Select an available vaccination slot (date and time). Click ‘See more’ for the appointment slots.
  5. Before clicking ‘Confirm’, ensure that the details are correct (i.e. type of vaccine, place of vaccination, date and time of vaccination).
  6. A confirmed vaccination slot will be reflected accordingly.
  7. Obtain your booster dose at the selected PPV based on the location and appointment slot selected.

As of 16 March 2022, a total of 15.3 million doses of vaccination for booster have been administered and 82.4% or 11.9 million were contributed by Private Medical Practitioners (PMPs) and Healthcare Non-Government Organisations (NGOs) under ProtectHealth.

MORE OFFSITE PPVs TO WIND DOWN OPERATIONS

9 MARCH 2022 – With the nation reaching over 64 percent of adults having received their booster vaccination, Offsite PPVs for COVID-19 vaccine booster dose registered under ProtectHealth Corporation Sdn. Bhd. (ProtectHealth) will gradually cease their operations starting March 2022. The Offsite PPVs were opened to accelerate the booster dose programme and have achieved this objective, whilst the remaining vaccination will be undertaken by the Onsite PPVs.

ProtectHealth is committed to carrying out the National COVID-19 Immunisation Programme (PICK) by maintaining onsite PPVs and several Offsite PPVs to administer booster doses to the nation. Currently, under ProtectHealth there are 1,102 onsite PPVs and 111 offsite PPVs operating this week.

Previously, over 2,000 PPVs registered under ProtectHealth had been tasked to administer the booster dose. Following this, those planning to obtain their booster or primary series vaccination (dose 1 and 2), shots have been advised to check the list of the PPVs at ProtectHealth’s website: www.protecthealth.com.my to avoid any inconvenience. The list of the PPVs registered with ProtectHealth will be updated from time to time.

ProtectHealth’s Chief Executive Officer Dato’ Dr. Anas Alam Faizli urges those who have not obtained their COVID-19 vaccine booster dose to immediately receive their shots, as the vaccine is proven to reduce the severity of the disease as well as reduce hospitalisation rate and fatality.

“Most of the Offsite PPVs venues were at the community and convention halls, shopping malls, etc. It was convenient for Members of the Public to receive their booster dose as there were many options to walk-in. However, many of the Offsite PPVs will gradually wind down their operations.

“We strongly encourage everyone to immediately get your booster dose. Also, with the present Omicron wave, vaccination is the best defence to prevent those infected from having severe symptoms. Please protect yourself, your family and everyone. Protect your health,” he said.

As of March 7, 2022, over 15 million booster doses have been administered and 77.5% or 11.6 million doses were contributed by Private Medical Practitioners (PMPs) and Healthcare Non-Government Organisations (NGOs) under ProtectHealth.

PICKids REGISTRATION VIA BOOKING MANAGEMENT SYSTEM AVAILABLE NATIONWIDE

4 MARCH 2022 – Pursuant to the announcement made by the Deputy Health Minister Dato’ Dr. Noor Azmi Ghazali on March 3, 2022, the Booking Management System will be made available nationwide, via the MySejahtera app for parents or guardians to register their children for the National COVID-19 Immunisation Programme for Children (PICKids) effective March 7, 2022 (Monday). Previously, this system for PICKids has been rolled out only in the Klang Valley since it was launched on February 3, 2022. This is a continuous Government effort in ensuring the wellbeing and health of children including protection against the Omicron variant.

After the child is registered as a vaccination dependent, parents or guardians will be able to choose their preferred PPV to book vaccination appointments at selected PPVs via the MySejahtera app. You may book an appointment by selecting PPV based on location and then select the preferred date and time of the appointment.  

It is recommended to update the app to the latest version before proceeding to book an appointment through the Booking Management System.

These are the steps to be taken:

  1. Register your child as your vaccine dependent.
  2. Go to the MySejahtera app home screen and then tap on COVID-19 vaccination. 
  3. Click on your child’s name you wish to have the vaccine administered.
  4. Click on the blue link ‘Click here to book your dependant’s appointment’.
  5. Confirm and declare that your dependent has never experienced severe allergies and is not on blood-thinning medication. If you answer no to any of them, your dependent will be required to undergo a pre-vaccination assessment.
  6. If both boxes are ticked, you may proceed to select the vaccine type and preferred vaccination centre. For younger children, you should pick Pfizer (children) as the vaccine type.
  7. Select PPV name and address.
  8. Select an available vaccination slot for your child. Click ‘See more’ for more appointment slots.
  9. Before clicking ‘Confirm’, ensure that the details are correct (i.e. type of vaccine, place of vaccination, date and time of vaccination).
  10. A confirmed vaccination slot will be reflected accordingly.

“In February, it was reported that seven children aged 18 and below in Malaysia have died of MIS-C due to Covid-19 infections and the cases have also been on an upward trend.

“Research has proven that the Pfizer vaccine on children aged five to 11 years old is effective and able to enhance immunity and reduce the risk of serious illness from COVID-19. Please protect your family,” he said.

PROTECTHEALTH WILL MAXIMISE THE IMPLEMENTATION OF THE NATIONAL COVID-19 IMMUNISATION PROGRAMME FOR CHILDREN (PICKids) VIA PARTICIPATION OF PRIVATE MEDICAL PRACTITIONERS

31 JANUARY 2022 – Following the press conference by YB Dato’ Dr Haji Noor Azmi Ghazali, Deputy Health Minister, Ministry of Health (MOH) on the implementation of the National COVID-19 Immunisation Programme for Children (PICKids) which will commence on February 3, ProtectHealth Corporation Sdn. Bhd. welcomes this development and encourages Private Paediatricians and Private Specialist Clinics to participate in the programme.

ProtectHealth Chief Executive Officer, Dato’ Dr. Anas Alam Faizli stated that ProtectHealth through Private Medical Practitioners (PMPs) will continue to assist and work together with the MOH to maximise the implementation of PICKids. 

Initially, PICKids will be conducted in the Klang Valley through hospitals for children with comorbidities, whilst for children without any medical problems, the vaccination will be given at the Vaccination Centres (PPV) Integrasi.

ProtectHealth will ensure that all the PPVs under ProtectHealth, including PPV Integrasi, Offsite PPVs and selected Private Hospital PPV will be fully prepared and ready to accommodate children aged 5 to below 12 years old to be administered with the vaccine and served with the highest standards.

IMPLEMENTATION OF BOOSTER DOSE VACCINATION WALK-IN AT ALL PPVs UNDER PROTECTHEALTH

28 JANUARY 2022 – With the beginning of the Omicron wave in Malaysia and as per the Ministry of Health (MOH) announcement, ProtectHealth Corporation Sdn. Bhd (ProtectHealth) would like to inform that all Vacccination Centres (PPVs) operated by Private Medical Practitioners and Healthcare NGOs under ProtectHealth will implement walk-in vaccinations to all adults aged 18 and above effective 29 January 2022, Saturday nationwide. This is an initiative apart from the MySejahtera vaccination appointments, to expand the coverage and expedite the booster dose vaccinations.

A list of PPVs under ProtectHealth can be found from the ProtectHealth website at www.protecthealth.com.my. The PPVs list will be updated from time to time.

To facilitate the process, individuals who wish to walk-in for their vaccination must ensure that their digital vaccination certificate in the MySejahtera application is complete. Vaccinees with MySejahtera appointments will take priority and jabs will be offered on a first-come, first-serve basis. It is possible depending on demand that some people will be asked to return the following day if the session they attend reaches full capacity. Vaccinees are advised to adhere to SOP and not congregate at the PPVs to avoid overcrowding.

However, members of the public who wish to get vaccination at their preferred or nearby private clinics registered under ProtectHealth, are advised to contact the clinics before going for the walk-in. This is to avoid overcrowding as most of the private clinics can accommodate small capacity at one time.

ProtectHealth Chief Executive Officer, Dato’ Dr. Anas Alam Faizli said, “In addition to practising the wearing of face masks and the #TRIIS, ProtectHealth calls upon all who are eligible, to get the booster dose to protect themselves and those around us for optimum protection.”

LIST OF OFFSITE PPVs FOR WALK-IN BOOSTER VACCINATION (ONLY FOR SENIOR CITIZENS AGED 60 YEARS OLD AND ABOVE)

21 JANUARY 2022 – As announced by the Ministry of Health, Offsite Vaccination Centres (Offsite PPV) in Selangor, Kuala Lumpur & Putrajaya, Negeri Sembilan, Melaka, Pulau Pinang and Sarawak will accept walk-ins for senior citizens (aged 60 years old above) starting January 24, 2022, Monday. However, to ensure a smooth process, those who are eligible for the walk-in are required to have a complete digital vaccination certificate on their MySejahtera app. This is a pre-requisite requirement before attending the Offsite PPVs for walk-in. Walk-in begins at 2.00pm every day as per the PPV’s vaccination operating day.

Offsite PPVs are operated by the PMPs or Healthcare NGOs outside their private health facilities. The list of the Offsite PPVs operated by the PMPs or Healthcare NGOs in the States is as mentioned in Appendix 1. Those aged 18 and above (other than senior citizens) who have not had a MySejahtera appointment and would like to have booster dose, can contact and register with PPV listed on ProtectHealth’s website at: www.protectheatlh.com.my.

As of January 20, 2022, more than 10.2 million booster doses have been administered and 74.4% or 7.6 million doses were contributed by private medical practitioners (PMPs) and healthcare Non-Government Organisations (NGOs) under ProtectHealth. More than 2,000 Onsite PPVs, 177 Offsite PPVs and 221 PPV Outreach are operated by PMPs and Healthcare NGOs under ProtectHealth with more than 300 thousand doses capacity per day.

NO COMPROMISE WITH PRIVATE MEDICAL PRACTITIONERS AND HEALTHCARE NGOs VIOLATING STANDARD OPERATING PROCEDURES AND POLICIES OF THE MINISTRY OF HEALTH AND PROTECTHEALTH

19 JANUARY 2022 – Following several media reports related to the sale of fake vaccination certificates, ProtectHealth Corporation Sdn. Bhd. (ProtectHealth) would like to emphasise that it will not compromise with any private medical practitioners (PMPs) and Healthcare Non-Government Organisations (NGOs) found to be in breach of standard operating procedures (SOPs) and policies set by the Ministry of Health, Malaysia (MOH) and ProtectHealth.

In line with this, ProtectHealth encourages members of the public to also act as whistleblowers and to report any suspicious or illegal activities to the authorities. This initiative can act as an effective deterrent to prevent fraud.

ProtectHealth always renders the best services to all stakeholders in the National COVID-19 Immunisation Programme (PICK). All PMPs under ProtectHealth are registered with the Malaysian Medical Council (MMC) and their healthcare facilities are licensed under the MOH. This is a pre-requisite to participate in the PICK Programme and to ensure that the PMPs are embodied by the relevant Act. In addition, PMPs and Healthcare NGOs are also required to attend mandatory training before being allowed to administer vaccination and they receive regular guideline updates from ProtectHealth and MOH.

In ensuring that PMPs under ProtectHealth perform quality services and adhere to the SOPs set by the MOH and ProtectHealth, regular random audits are conducted on the PMPs and Healthcare NGOs. Should any non-compliance be found, ProtectHealth will take the necessary action and may suspend the PMP and Healthcare NGO concerned from conducting vaccinations in the PICK Programme. In addition, ProtectHealth’s medical audit team will conduct on-demand investigations should there be any complaint lodged or whenever ProtectHealth observes any data anomaly from our monitoring. 

Also, the vaccine is only given to the PMPs and Healthcare NGOs via a controlled mechanism by the Vaccine Storage Centre (PSV) as per appointment counts issued by MySejahtera or the prepared line listing. The vaccine administration records the vaccine serial number and both the identification of the vaccinee and vaccinator.

ProtectHealth will not tolerate any PMPs and Healthcare NGOs under its supervision, should any misconduct occur and will provide its fullest cooperation with the authorities should there be any related incident.

IN-SITU BOOSTER DOSE OUTREACH PROGRAMMES FOR COMPANIES, ASSOCIATIONS AND COMMUNITIES

10 JANUARY 2022 – ProtectHealth Corporation Sdn. Bhd. (ProtectHealth) encourages companies or associations that would like to arrange for booster dose vaccination for their employees or members to participate in the Vaccination Centre (PPV) Outreach Programme by requesting with Private Medical Practitioners (PMPs) and Healthcare Non-Government Organisations (NGOs) registered with ProtectHealth.

This programme provides a more controlled and easier way for the employees, especially those working in factories and immobile as this programme also provides for home vaccination too. The application to open PPV Outreach would be submitted by the PMPs and the Healthcare NGOs.

The PPV Outreach Programme which commenced in November 2021, have been conducted by PMPs and Healthcare NGOs to achieve wider accessibility and increase the take up rate for the booster dose nationwide. Companies and associations may request with PMPs or Healthcare NGOs that have registered with ProtectHealth to conduct the PPV Outreach Programme for their employees or members.

This PPV Outreach Programme replaces previously what is called the PPV Industri which was coordinated with the relevant ministries such as Public-Private Partnership COVID-19 Industry Immunisation Programme (PIKAS), Agrofood Industry Vaccination Programme (AiVAC) and Retail Industry Vaccination Programme (RiVAC). Also, it replaces previous outreach programmes with Healthcare NGOs reaching for the rural and interior areas. All these programmes will now be coordinated under the PPV Outreach Programme.

Government borne the cost of vaccine, provided free of charge and the vaccine administration where ProtectHealth would pay the PMP and Healthcare NGO for each vaccination given. Provider is paid for full clinical services. Employer is not allowed to charge the vaccinees and should should provide appropriate venue and non-clinical infrastructure for the PMP and Healthcare NGOs to do the vaccination. Employers are not allowed to charge any fee to the employees for booster dose obtained via this PPV Outreach Programme.

ProtectHealth Chief Executive Officer, Dato’ Dr. Anas Alam Faizli stated that “ProtectHealth continues to improve the accessibility and network, as well as increase the convenience for vaccinees by offering the many types of PPVs including for the booster dose, to accommodate the population. The PPV Outreach is one of the ways to expedite the booster dose vaccination, focusing on targeted groups and sectors for a short-term programme (1 day to 7 days), depending on the numbers of the vaccinees.

“Previously, most employees would go to the PPV but for now, employers can opt to set up a vaccination drive ranging from one to seven days for their employees.

“We also encourage PMPs and Healthcare NGOs to collaborate with employers and community leaders that wish to do the targeted vaccination at their place, workplace or at the factories to increase the vaccination coverage.

In order to ensure the vaccination through the PPV Outreach Programme is implemented systematically and safely, several procedures have been established and must be followed by the registered PMPs and Healthcare NGOs registered under ProtectHealth.

Key Information in the Implementation of Vaccination Through the Outreach Programme

  1. All Private Medical Practitioners and Healthcare NGOs registered under ProtectHealth are allowed to coordinate the vaccination via outreach programme. They must obtain relevant agreement from the District Health Office or the Companies involved.
  2. All vaccines provided are free and the cost is borne by the Government.
  3. All types of provided vaccines are based on the medical experts’ recommendation.
  4. The company / agency / local community is responsible for providing a suitable venue and space to be used as the Vaccination Centre (PPV).
  5. The company / agency / local community is responsible for any cost involved in providing the venue as the Vaccination Centre (PPV).
  6. The company / agency / local community is prohibited from charging any fee to the employees/ vaccinees in the administration of the vaccine.
  7. All Private Medical Practitioners and Healthcare NGOs who have received approval to coordinate the vaccination via the Outreach Programme are required to comply with the guidelines for the management and administration of COVID-19 Vaccine from the Ministry of Health Malaysia and ProtectHealth.
  8. All Private Medical Practitioners and Healthcare NGOs will only be paid by ProtectHealth upon completion of the vaccination process

ProtectHealth has never appointed any agent or third party as an intermediary in the application process for the PPV Outreach Programme. ProtectHealth through PMPs and healthcare NGOs will continue to be committed in helping the Ministry of Health to accelerate and expand vaccination access in the National COVID-19 Immunisation Program (PICK).

As of 9 January 2022, ProtectHealth has successfully contributed 49.5% of the total vaccination throughout Malaysia, which is equivalent to 29,352,440 doses in PICK. ProtectHealth has also contributed 72.1% of the total booster dose vaccinations throughout Malaysia, which is equivalent to 5,627,951 doses in PICK-Booster.

In addition, 111 PPV Outreach programmes have been conducted, with 69 PPV Outreach vaccinations for employees at workplaces and 42 PPV Outreach vaccinations for the communities.
